What is Bridge21 Park City?
Bridge21 is a scattered community housing project that addresses the accessibility needs of individuals with Autism, Intellectual and Developmental Disabilities (A/I/DD) in Summit County.
The initial house will open in 2025, providing accessible housing for four neurodivergent individuals, and expanding to additional properties in the next few years.
B21’s key differentiator is addressing the affordable, cognitively accessible, long-term housing needs of our population while also providing the supportive amenities and services that will allow this population to live independently.

Bridge21 Park City Founding Principles
We believe Park City and Summit County are ready to build a more inclusive community, and B21 seeks to create a network of bridges connecting individuals with disabilities to local housing.
Ultimately, B21 aims to build a Neuro-inclusive Co-Housing neighborhood.
A strong and well-rounded environment will embrace residents with compatible and complementary interests and skills. This diversity will create an environment with opportunities for all residents to find friends and gain greater self-confidence.
Create active resident involvement in their home, neighborhood, and surrounding communities:
Bridge21 will encourage families, city officials, merchants, community volunteers, and neighbors to develop opportunities for meaningful interaction with the residents of Bridge21.
The aim is to make all levels of community engagement available to residents.
Bridge21 will provide access to productive enriching choices that support a life with purpose: Our fulltime program coordinator will manage household schedule, enrichment activities, communication, safe and comfortable physical environment, personal resident independent living goals and transportation needs.
Offer the opportunity for long-term residency:
Most current housing options for people with autism are privately owned and run the risk, like any business, of closing when owners pass away or retire.
Bridge21 is a nonprofit corporation with a Board of Directors that will change and renew over time allowing the nonprofit corporation to exist for years to come. Many parents of adults with autism and other disabilities worry about what will happen to their son or daughter when they as parents are no longer able to care for them. Bridge21 seeks to provide the opportunity to have continuity of housing for a resident long term. *

View the Housing Needs being Addressed by B21
- Housing: Neurodivergent individuals need housing. Autism After 21: First Findings of a Utah Review and Toolkits for Autism reports that 61% of survey respondents indicated this is their greatest need. B21’s Market Analysis indicates 46% of all respondents and 35% of self-advocates want to live with housemates who have a disability, while 62% fear that they will have to live in a group home.
- Affordable Housing: Inside Park City Real Estate reports the median house price at $2.1 million. Zillow reports the average rent for a 1-bedroom apartment at $2,200/month. Bridge21 rates are significantly cheaper.
- Desired Housing Features: Respondents to B21’s Market Analysis shared the physical amenities that are most important to them in a residence, including features that increase accessibility for neurodivergent individuals.
- Belonging & Friendship: Loneliness is a crisis in the United States for the general population, yet rates of loneliness are up to four times higher in individuals with autism than in the general population, leading to serious physical and mental health complications, including high blood pressure, blood disease, obesity, anxiety, depression, memory issues, and even death. Seventy-seven percent of Summit County respondents reported their largest concern as “I will be lonely or isolated, and 47% indicated that they “do not have friends to do things with.

Bridge21 hired neuro-inclusive Housing Solutions to conduct this market study and analysis to determine the need for special needs housing in our community.

Bridge21 property was specifically designed with a keen focus on the unique needs and characteristics of adults with neurodiversity.
After conducting extensive interviews and research, Bridge21 learned that living in a home that is designed to take into consideration particular needs will enhance the comfort and quality of life for adults with neurodiversity.

Located at 7023 Woods Rose Drive, Bridge21-residents will have easy access to shops, restaurants, farmer’s markets, movie theatre and many community events.
The robust nature of this city will provide recreational and vocational opportunities for residents. The location in Park City, one of the premier tourist destinations in America, encourages town friends and extended family to visit their relative often while exploring this beautiful region.
Living at Bridge21 Park City?…
To qualify for residency at a Bridge21 Park City home, applicants must satisfy the following requirements:
- Be 21 years of age or older
- Understand the Bridge21 Park City model and have a preference to live in a community designed for persons with autism spectrum or other developmental disabilities
- Be able to comply with the terms and conditions of the Lease Agreement, Community Rules, and goals of the community
- Have a comprehensive, individualized life skills plan in effect, which allows the resident to live communally with appropriate support systems.
- Have resources (or guarantor) to pay for all Bridge21 required costs and personal expenses or to have worked with Bridge21 to secure financial discount through subsidy
- Not present a risk to themselves or others
- Not have a criminal record that may adversely affect the health or safety of others
Application Process:
Residency is determined through a “rolling admissions” application process (there are no specific application deadlines).

3. Applicant will complete Preliminary Eligibility requirements listed below.
Preliminary Eligibility
A face‐to‐face interview with the potential resident and their family. If the potential resident is subject to a conservatorship or guardianship, the conservator(s) and/or guardian(s) must attend the interview and all visits. Interview may take place at applicants’ current residence or at Bridge21 offices.
An interactive site visit at Bridge21 House to determine suitability of applicant for the available space. Applicant may be rejected at Bridge21’s discretion based on interview and site visit. If another suitable space becomes available, applicant may be re-considered.
A “preliminarily eligible” determination is not a guarantee or promise that an option to lease at Bridge21 Park City will be offered.
4. Applicant will complete Secondary Eligibility requirements listed below.
Secondary Eligibility
Once an applicant is determined to be “preliminarily eligible” to rent at Bridge21, they will be directed to contact B21’s executive director to discuss Lease and Community Rules with appropriate support systems. As a supported living residence, Bridge21is different from a group home that provides designated services. Bridge21 does not provide any direct support or care to residents.
An Independent Living Skills Assessment (ILS) will be conducted to determine whether the necessary supports are in place and appropriate for the applicant to live communally with assistance. Additional provisos may be determined and will need to be satisfied before “secondary eligibility” can be determined.
Simultaneously, an extensive review and evaluation of the applicant’s (or proposed guarantor’s) resources to determine that they can pay for all current and future Bridge21 required costs and personal expenses or has worked with Bridge21to secure a potential financial subsidy discount.
A Tenant Review Committee will review and determine eligibility. This committee may include B21 Executive Director, B21 designated staff, B21 Board member and the ILS assessment representative.
A “secondary eligibility” determination is not a guarantee or promise that an option to lease at Bridge21 Park City will be offered.
5. Applicant will complete Housemate Selection requirements listed below.
House Mate Selections
Housemate selection is determined when residents, their families, and/or guardian(s)/conservator(s) meet other eligible applicants to determine compatibility for sharing a house. At “secondary eligibility,” Bridge21 Park City will share the names of other applicants with “secondary eligibility” or a current lease. Bridge21 is invested in creating a harmonious community and has the ultimate discretion to determine tenancy. An applicant can be rejected at Bride21’s discretion at any time during the application process.
Once housemate selection is determined, a refundable security deposit will be required, and a one-year Lease Agreement will be executed. Residents, their guardian(s)/conservator(s), and guarantor must read and acknowledge in writing that they will abide by the terms of the Lease Agreement and Community Rules.
6. Pending successful completion of the application process and availability, Applicant will be approved for immediate occupancy or for future house mate choice. Applicant and Bridge21 Park City will determine a transition plan for move‐in. Move-in according to transition plan.
